Administrative Requirements – First Source Hiring Program (FSHP)

 

Pursuant to Resolution No. 22674 adopted by the Board of Airport Commissioners on April 18, 2005, any contract awarded July 1, 2005, and thereafter is subject to the applicable provisions of the First Source Hiring Program (FSHP) for LAX airport jobs. The program provides early access to targeted applicants for available LAX airport jobs, and employers receive prompt, cost-free referrals of qualified and trained applicants.

All Contractors, Lessees, Licensees, and Construction Contractors with non-trade jobs, with new, amended, or renewed contracts are required to participate in this program. As such, the FSHP is incorporated as a material term of all LAX airport contracts and lease agreements.

Overview of First Source Hiring Program

  • LAX Contractors, lessees, licensees, and subcontractors are required to participate.

  • Free resource to provide LAX employers with a pool of local qualified applicants.

  • Provides an economic development benefit for communities impacted by airport operations.

Procedure

  1. Designate a liaison to work with FSHP (i.e. Manager, Human Resources personnel, etc.) within 30 days of contract execution.
  2. Contact the Business, Jobs and Social Responsibility Division at BusinessandJobs@lawa.org to register for the First Source Hiring Program.
  3. Notify the First Source Hiring Program of employment opportunities at least 10 days prior to releasing the to the public.  
  4. Post all employment opportunities at www.jobsatlax.org.  
  5. The First Source Hiring Program will refer candidates.
  6. The liaison will provide the First Source Hiring Program with records of applications received, applications reviewed, candidates interviewed, and new hires.
