Alternative Paths to Employment

In addition to the traditional examination and civil service process, there are alternative paths to filling certain vacancies, as well as volunteer programs.

COMMUNITY ADMINISTRATIVE SUPPORT WORKER (CASW) PROGRAM

LAWA HR hires Community and Administrative Support Workers (CASWs) to work intermittently as temporary office support and today CASWs are paid $19.66 per hour. CASWs may be needed by a Division to cover extended absences, vacations, or peak workloads. A CASW is not intended to permanently replace a regular full-time employee or fill a regular vacancy and may only work 1039 hours in a calendar year. For this reason, a CASW may be placed with a division for a maximum of six (6) months. For more information, please contact Human Resources Services at (424) 646-5900

TARGETED LOCAL HIRE (TLH) PROGRAM

The Targeted Local Hire (TLH) Program provides an alternative pathway into City civil service jobs and targets individuals who face barriers to employment or otherwise have difficulties succeeding in the civil service examination process. Currently, LAWA is allowed to utilize the TLH Program to fill vacant Custodian, Gardener Caretaker, Garage Attendant, and Administrative Clerk positions. Today, TLH employees earn an hourly rate of:

  • $15.62 - Custodian
  • $18.49 - Gardener Caretaker
  • $17.92 - Garage Attendant
  • $17.52 - Administrative Clerk

Upon hire, the employee is classified as an exempt Vocational Worker or Office Trainee. The employee then serves a six (6) month on-the-job training and assessment period. After six (6) months, the employee is reclassified as an "Assistant" and serves a six (6) month civil service probationary period. Upon successful completion of the probationary period, the employee is transferred into the targeted civil service job classification. CAMPUS EXAMINATION FOR ENTRY-LEVEL ENGINEERING CLASSES

The City's Personnel Department allows LAWA to recruit candidates from colleges and universities to fill some entry-level engineering vacancies. LAWA representatives attend career and job fairs at local colleges and universities to identify potential engineering candidates. A few weeks later, LAWA returns to the campus to interview the identified candidates. Once candidates are rated and receive an interview score, they are placed on the city-wide eligible list for engineering associate. Under certain conditions, the City's Personnel Department allows a same-day job offer so that the student can begin employment at LAWA immediately. In most instances, entry-level engineers' starting salary is $80,262 per year. To participate in campus recruitment or for information on which engineering disciplines are eligible, please contact Human Resources Services at (424) 646-5900
