PLANS AND ORDINANCES
The State of California requires municipalities to create a General Plan which sets out the planning,
zoning and other land use regulations for the entire City. For Los Angeles World Airports (LAWA), the LAX Plans
does so by replacing the LAX Interim Plan, which had been in use by the City of Los Angeles since 1981. The 2004
LAX Plan provides the long-range land use policy framework and serves as the land use element for the
City’s General Plan for the Airport and LAX Northside.
The LAX Plan and Specific Plan each serve different purposes but work in concert with the LAX Master Plan and
one another. The LAX Master Plan presents the essential elements of Alternative D (the “Master Plan
Projects”), serves as a broad policy statement regarding the conceptual design framework of future
improvements at LAX, and acts as a guide to be consulted by LAWA as it formulates and processes these Projects.
The LAX Plan is a component of the City’s General Plan and provides a land use policy framework to guide
implementation of the Master Plan on a broad level by establishing goals, objectives, policies and programs for
development. The LAX Specific Plan guides implementation at a more focused level. It includes zoning and
development regulations, and sets out the permitted and prohibited uses for property in the LAX Zone. Most
importantly, it’s the principle mechanism by which Master Plan Projects are implemented.
